September 2017 Board Minutes

Minutes of the 2017 Annual Meeting of the Board of Trustees
of the
Nevada Judicial Historical Society
September 15, 2017
Carson City, Nevada

Chairman Peter Smith called the meeting to order at 12:55 p.m.  Present were Treasurer, Janette Bloom, Acting Secretary, Susan Southwick, Trustees Terry Rankin, Dennis Myers, The Honorable Mark Gibbons, The Honorable Robert Johnston, The Honorable Thomas Perkins, Karen Baggett and Patricia Cafferata, constituting a quorum.  Also present were members Jason Sowards, Don Klasic, and guest Don Southwick.

Peter Smith offered an amendment to the minutes of the March 3d Board meeting . Justice Gibbons moved to approve the March minutes with the inclusion of the amendment, seconded by Patricia Cafferata.  Approved.

The date of March 9, 2018 was set for the next Board meeting, and September 21 was adopted for the 2018 annual meeting.  Both dates are Fridays.

Susan Southwick tendered her resignation from the Board of Trustees, effective at the conclusion of the meeting.  Her term lasts until September, 2018, as does the term of the office of Secretary.
Justice Gibbons then moved to nominate Jason Sowards to fill the trustee vacancy for the remainder of the term and further to appoint Mr. Sowards to the office of secretary until September, 2018.  Patricia Cafferata seconded.  Motion approved.

All incumbents of open offices had agreed to serve an additional term.  Justice Gibbons moved that Peter Smith be retained as Chairman, Jeff Kintop as Vice-Chairman and Janette Bloom as Treasurer.  Motion seconded by Patricia Cafferata.  Janette Bloom noted that she might not be able to complete the entire 3-year term, and that should be kept in mind.  The motion was approved.

It was proposed that Chairman, Peter Smith, Treasurer Janette Bloom and Secretary Jason Sowards should be on the signature card at the Heritage Bank.  As they were no longer trustees, current signatories Michael Fondi, Lola Christine Timko and Susan Southwick would be dropped.  Justice Gibbons made the motion and it was seconded by Patricia Cafferata.  Approved.

Patricia Cafferata then moved to adjourn the annual meeting of the Board, seconded by Karen Baggett.  Approved and the meeting was adjourned at 1:05 p.m.

Judge Michael E. Fondi Commemoration

Friday April 7th at 4:00 p.m. the Society will be presenting this commemorative plaque at the Carson City Courthouse.  Judge Fondi was Chairman of the Society and played a large role in getting the courthouse built while he was on the bench.

These are the four known locations where the Nevada Supreme Court has sat to hear cases, from the Warm Springs Hotel to the current quarters shown on the 2000 Medallion.  Prices will rise when silver goes over $35/oz again.

Minutes 2016 Annual Meeting

Annual Meeting of the Nevada Judicial Historical Society
                                September 16, 2016
               Held at Red’s Old 395 Grill in Carson City.



Chairman Peter J. Smith called the meeting to order at 12:05 pm.

Paid members present were:  Christine Timko, Secretary, trustees Jeff Kintop, Susan Southwick Patricia Cafferata, Karen Baggett, , The Honorable William Maddox and The Honorable Thomas Perkins for a quorum of six.  Also present were trustees Clint Case, The Honorable Mark Gibbons, Dennis Myers, James Smith and Janette Bloom, Treasurer.  Victoria Mendoza and Don Southwick were present as guests.

Approval of Minutes:
Susan Southwick moved for approval of the minutes of September 18, 2015 and it was seconded by Dennis Myers to approve the minutes with the edits as discussed.
There being no discussion or dissension the minutes were approved with the edits as discussed.

Treasurer’s Report
Jeanette Bloom passed out the Treasurer’s Report for August 31, 2016. The Treasurer’s report stated that $675 had been received in membership fees. There were expenditures of $955.33. The ending balance in the account as of August 31, 2016 was $7,623.39.
The sale of three sets of coins covered the cost of refinishing the Ten Cases Display case.
Dennis Myers moved for approval of the Treasurer’s report. Tom Perkins seconded the motion. There being no discussion or dissention, the Treasurer’s Report was approved.

Discussion of the plaque in honor of Judge Fondi
Peter Smith contacted the BronzePlaque.com and did a preliminary design for the plaque in honor of Judge Fondi. Peter sent the link to the proposed design to the members for approval via email in early September.
The plaque would cost $741 to produce.
Changes to the wording of the plaque were discussed.  It was decided that Peter would edit the wording of the inscription and circulate the new inscription to the members for approval.

There was a motion to add a line to the inscription which would indicate gratitude. Janette Bloom so moved and Dennis Myers seconded the motion. Motion carried with one member against.
Pat Cafferata made the motion that there are two plaques created, one to be displayed in Carson City and one to be displayed in Virginia City. Janette Bloom seconded. The motion was defeated there being a majority of members against the motion in a 5 nay to 4 yea vote.

There was discussion of where the plaque would be displayed. It was decided by the membership to give the finished plaque to Maxine Cortez who is the First Judicial District Court Administrator. The First Judicial Court will then decide where to display the plaque.

Project Progress Reports
The committee to edit the oral histories in preparation for printing hard copies did not meet. The committee consisting of Peter Smith, Karen Baggett, Janette Bloom, and Susan Southwick will correspond by email and work on this project in November.

Victoria Mendoza will edit and add clarifying information to the John Mendoza manuscript of his oral history. Victoria has some photographs will could possibly be added. Victoria will work on an introduction. Peter Smith thanked Victoria on behalf of the membership for her willingness to take on this project.

The Ten Cases exhibit is almost ready for display. Governor Sandoval has been actively interested in getting this exhibit functioning and on display. The buttons which start the recordings work, the sound quality is excellent, the case has been refinished, and the new working components are in one box which differs from previous version where the working components consisted of several separate pieces. The photographs still need to be printed and put on the display on a removable panel which needs to be sized exactly to fit the display case. Jeff Kintop shared a poster of the picture panel with the group and it looked very good. Jeff will try to do the work in-house but if not Janette Bloom suggested some people who may be able to help. Jeff estimated that the Ten Cases display will be ready to go on display again in about two weeks assuming he can do the work in-house.
Susan Southwick made the suggestion that the Governor be asked to attend a reception for this exhibit.

Filing of Annual Membership List.
Janette has all the paperwork and the check ready to be filed with the Secretary of State. Once the paperwork has been filed the copy will be sent to Christine Timko at the Nevada Supreme Court Law Library* (*Copy of the annual filing arrived at the Nevada Supreme Court Law Library on September 21, 2016).

Moment of Silence
Peter Smith asked the group to have a moment of silence for the passing of Judge Fondi, Judge Young, Judge Griffin, and Judge Ray.

After the moment of silence in memory of those who have passed, Susan Southwick moved to adjourn the meeting of the membership. Karen Baggett seconded. The annual meeting of the membership adjourned at 1:00 pm.

Chairman Peter Smith called the meeting of the Board of Trustees to order at 1:01 pm.
The dates for the next Board of Trustees’ meeting were set for March 10th, 2017, and the annual meeting was set for September 15th, 2017. The locations will be decided at a later date.
There was no new business.
Janette Bloom moved to adjourn the September 16, 2016 meeting of the Board of Trustees. Jeff Kintop seconded the motion. The meeting adjourned at 1:03 pm.
